you are an unobservant. xna 3.1 http://www.microsoft.com/en-us/download/details.aspx?id=15163 and netfm3.5 must have been installed.
Try install xnafx31_redist.exe from microsoft site. It work for me on windows 7 with this library. :biggrin:
